Six EU nations Monday signed a document urging the entire bloc to temporarily lift sanctions on Syria as a means to help humanitarian assistance to flow. However, the six that signed onto the document say lifting will come with expectations of improving human rights, and could reinstall the sanctions if not met. They hope to reopen banking, energy and transportation sectors with the first round of lifted sanctions.
