The fuel is primarily consumed on the West Coast because <a href=\"https://ww2.arb.ca.gov/our-work/programs/low-carbon-fuel-standard\" style=\"box-sizing: border-box; background-color: transparent; color: rgb(0, 126, 181); text-decoration: none;\">California</a>, <a href=\"https://www.oregon.gov/deq/ghgp/cfp/Pages/CFP-Overview.aspx\" style=\"box-sizing: border-box; background-color: transparent; color: rgb(0, 126, 181); text-decoration: none;\">Oregon</a>, and <a href=\"https://ecology.wa.gov/Air-Climate/Reducing-Greenhouse-Gas-Emissions/Clean-Fuel-Standard#:~:text=In%20Washington%2C%20the%20Clean%20Fuel,below%202017%20levels%20by%202034.\" style=\"box-sizing: border-box; background-color: transparent; color: rgb(0, 126, 181); text-decoration: none;\">Washington</a> are the only states with active clean fuel programs that incentivize its consumption. It also opened <a href=\"https://www.spragueenergy.com/renewable-diesel-at-sprague/\" style=\"box-sizing: border-box; background-color: transparent; color: rgb(0, 126, 181); text-decoration: none;\">renewable diesel terminals</a> in the Bronx in New York City in June 2023 and in upstate New York in June 2024.</li><li style=\"box-sizing: border-box; line-height: 1.4; list-style: disc; font-family: Verdana, Geneva, sans-serif; font-size: 12pt;\">Neste, the world’s largest producer of renewable diesel, partnered with fuel deliverers Diesel Direct and K.W. Rastall Oil to supply <a href=\"https://www.neste.com/en-us/news/neste-and-new-jersey-natural-gas-target-reducing-greenhouse-gas-emissions-with-neste-my-renewable-diesel\" style=\"box-sizing: border-box; background-color: transparent; color: rgb(0, 126, 181); text-decoration: none;\">renewable diesel to New Jersey Natural Gas</a> and the <a href=\"https://www.neste.com/news/neste-enables-north-brunswick-to-be-the-first-township-in-new-jersey-to-transition-to-renewable-diesel\" style=\"box-sizing: border-box; background-color: transparent; color: rgb(0, 126, 181); text-decoration: none;\">Township of North Brunswick</a> in New Jersey.</li><li style=\"box-sizing: border-box; line-height: 1.4; list-style: disc; font-family: Verdana, Geneva, sans-serif; font-size: 12pt;\">In August 2024, the energy supplier Global Partners began offering <a href=\"https://www.globalp.com/news/global-partners-launches-connecticuts-first-renewable-diesel/\" style=\"box-sizing: border-box; background-color: transparent; color: rgb(0, 126, 181); text-decoration: none;\">renewable diesel at its terminal in East Haven, Connecticut</a>.</li></ul><p style=\"box-sizing: border-box; margin: 0px 0px 1em; line-height: 1.6; color: rgb(0, 0, 0); font-family: Jost, sans-serif; font-size: 16px; font-style: normal; font-variant-ligatures: normal; font-variant-caps: normal; font-weight: 400; letter-spacing: normal; orphans: 2; text-align: start; text-indent: 0px; text-transform: none; widows: 2; word-spacing: 0px; -webkit-text-stroke-width: 0px; white-space: normal; text-decoration-thickness: initial; text-decoration-style: initial; text-decoration-color: initial;\"><span style=\"font-family: Verdana, Geneva, sans-serif; font-size: 12pt;\">A little more than half of the renewable diesel supplied to the East Coast in 2024 has come from imports from Neste’s plants in Singapore, Finland, and the Netherlands. Through September 2024, Neste delivered renewable diesel to the East Coast each month except for April and May, shipping an average of 3,000 b/d during the first nine months of the year.</span></p><p style=\"box-sizing: border-box; margin: 0px 0px 1em; line-height: 1.6; color: rgb(0, 0, 0); font-family: Jost, sans-serif; font-size: 16px; font-style: normal; font-variant-ligatures: normal; font-variant-caps: normal; font-weight: 400; letter-spacing: normal; orphans: 2; text-align: start; text-indent: 0px; text-transform: none; widows: 2; word-spacing: 0px; -webkit-text-stroke-width: 0px; white-space: normal; text-decoration-thickness: initial; text-decoration-style: initial; text-decoration-color: initial;\"><span style=\"font-family: Verdana, Geneva, sans-serif; font-size: 12pt;\">Of the renewable diesel imported into the East Coast, about two-thirds have been destined for New Jersey, with the remainder for Georgia, according to <a href=\"https://www.eia.gov/petroleum/imports/companylevel/\" style=\"box-sizing: border-box; background-color: transparent; color: rgb(0, 126, 181); text-decoration: none;\">company-level data</a>. Shipments to the East Coast arrived in only April and June, but the deliveries supplied the East Coast with enough renewable diesel to satisfy the region’s demand for about two months.</span></p><p style=\"box-sizing: border-box; margin: 0px 0px 1em; line-height: 1.6; color: rgb(0, 0, 0); font-family: Jost, sans-serif; font-size: 16px; font-style: normal; font-variant-ligatures: normal; font-variant-caps: normal; font-weight: 400; letter-spacing: normal; orphans: 2; text-align: start; text-indent: 0px; text-transform: none; widows: 2; word-spacing: 0px; -webkit-text-stroke-width: 0px; white-space: normal; text-decoration-thickness: initial; text-decoration-style: initial; text-decoration-color: initial;\"><span style=\"font-family: Verdana, Geneva, sans-serif; font-size: 12pt;\">The effects of East Coast renewable diesel consumption on the national and international renewable diesel markets have been modest but not inconsequential. The East Coast now holds almost 10% of renewable diesel inventories in the United States and attracts almost 10% of U.S. imports. In addition, interregional U.S. shipments can take up cargo space on the limited number of ships that comply with the <a href=\"https://www.law.cornell.edu/wex/jones_act\" style=\"box-sizing: border-box; background-color: transparent; color: rgb(0, 126, 181); text-decoration: none;\">Merchant Marine Act of 1920</a>, also called the Jones Act, which regulates the shipping of goods between U.S. ports and in U.S. coastal waters.</span></p><p style=\"box-sizing: border-box; margin: 0px 0px 1em; line-height: 1.6; color: rgb(0, 0, 0); font-family: Jost, sans-serif; font-size: 16px; font-style: normal; font-variant-ligatures: normal; font-variant-caps: normal; font-weight: 400; letter-spacing: normal; orphans: 2; text-align: start; text-indent: 0px; text-transform: none; widows: 2; word-spacing: 0px; -webkit-text-stroke-width: 0px; white-space: normal; text-decoration-thickness: initial; text-decoration-style: initial; text-decoration-color: initial;\"><span style=\"font-family: Verdana, Geneva, sans-serif; font-size: 12pt;\">Despite recent growth in East Coast renewable diesel consumption, renewable diesel has yet to exceed 1% of the region’s distillate fuel oil pool. Without any clean fuel programs in East Coast states, renewable diesel is unlikely to significantly displace <a href=\"https://www.eia.gov/tools/glossary/index.php?id=Distillate%20fuel%20oil\" style=\"box-sizing: border-box; background-color: transparent; color: rgb(0, 126, 181); text-decoration: none;\">distillate fuel oil</a> in the region. However, several states in the Northeast have <a href=\"https://www.pillsburylaw.com/a/web/180848/Eight-States-LCFS.pdf\" style=\"box-sizing: border-box; background-color: transparent; color: rgb(0, 126, 181); text-decoration: none;\">proposed legislation</a> to introduce clean fuel programs that would potentially boost renewable diesel consumption in the region.</span></p></div>
