On Tuesday, Canada\'s Labor Minister MacKinnon said mediators informed him Vancouver and Montreal employers and unions have reached an impasse, as a result he\'s authorized the labor relations board end the dispute. The binding arbitration will take a number of days to issue an order to end the port disputes.
